Trust ports were established in the 1970s as independent statutory bodies run by board of trustees for the benefit of all stakeholders. These stakeholder groups were either beneficiary – commercial – or non-beneficiary, the rest.
It is the harbour board's duty to respect fully the interests of all stakeholders. In the recent past, comments and suggestions have been treated as something of an annoyance.
Many stakeholders are tempted to think the board has been empire building over the past few years and need to go back to first principles.
Let us hope we may shortly defect a wind of change.
