Many owners do act responsibly, but over the river in Kingswear some of those who do use plastic bags then leave the bag by the path, in other residents' wheelie bins, even tossed into woodland trees or over walls onto local properties. The Control of Dogs Order 1992 requires all dogs, with some exceptions, to have a ­collar and identity tag when in a public place, enforceable by council dog wardens and the police. In the same vein, Kingswear Residents Against Poo (KRAP) calls for legislation to require all dog walkers to have with them appropriate means of sanitary disposal, including a receptacle in which to place the plastic bag until a designated bin is reached. This would not ensure all walkers behave responsibly, but would change the mindsets of the many who do not, and slow progress will be made.
