My wife, Mandy Doe, had taken her 80 year old disabled Father to Derriford hospital for his audiology appointment, on their return to Grosvenor Court on Western Rd, she parked in the layby at the front of the building allowing him to use the sloping ramp for his wheeled walker. He and his wife live at the front of the building and as he is unable to walk the length of the building from the rear car park the front door is his only option.

Mandy parked in the layby at approximately 12. 20 and after helping her father to the lift and up to the apartment, putting his outdoor clothes away and settling him into his chair with a cup of tea she was saying her goodbyes and heading home.

On return to the car at approximately 12.35 she was amazed to see she had been given a parking ticket. She emailed South Hams to appeal the notice and is now astounded that they have upheld the ticket!

Had she parked in the layby and then decided to browse the shop windows in Fore street then she would have been bang to rights and deserving of a £35 fine, as it is she was doing her best to help her frail and disabled Father to attend his hospital appointments. Her father has a disabled blue badge which he had taken to the hospital and was now taking back with him. What on earth is the layby there for?

The ticket read as 'you were observed from 12.26 to 12.31 parked in a restricted street' I don't know if you are able to do anything to highlight the total injustice of SHC's stance on this stupidity and possibly shame them into doing the right thing and cancelling this scandalous form of highway robbery.
