The future and strength of a country relies on its youth, so cut out the youth shelter and leadership that you have been providing, and our youth will, as nature dictates, form its own groups who in time will throw up its own leaders, and find suitable shelter for its various activities.

Having spent my life working with 'teenagers', I wait with great interest to see how that works out, but I will support our youth come what may.
