The story of the Guildhall, familiar to your regular readers, is that it is expensive to taxpayers to maintain and generates relatively little income. Nevertheless, a working group of councillors is looking for ways to improve this and will report soon. As for the Henley collection, I can reassure your writer that it is catalogued and curated excellently by the Dartmouth Museum, and funded by the Henley Trust.
