I very much regret that I find it necessary to respond to Paul Reach, who has been given rather too much space in the Chronicle to run down the management of Dartmouth by the town council.
Mr Reach has been a town councillor twice and resigned twice; he set up the Business Improvement District, which, very regrettably, failed. While he is entitled to his opinion, I don’t think his views should be given any more consideration than any other resident. In the end, I suspect he and the town council want much the same outcome – a well-maintained, business-friendly town.
As to where the town council should spend the ratepayers’ money, that is governed by statute. There is no power, duty or responsibility to promote business, but the council has the power to acquire and maintain land, parks and pleasure grounds.
I find it quite surprising that the maintenance of Royal Avenue Gardens and Coronation Park does not feature with the business community as represented by Mr Reach. They are both important to residents and visitors alike, according
to feedback received by the council. The cost of maintenance to council tax payers is 70p per week – surely not excessive in the scheme of things?
Turning to tourist information centre, the town council has the power to contribute to organisations encouraging tourism. The TIC has been saved by the town council; it has a robust business model and should succeed, but if it doesn’t, there will be no charge to taxpayers. Of course, the support of the business community would ensure its success.
The town council has the power to acquire and maintain public buildings. Some money is taken from the rates, but it also receives money from the Dartmouth Trust to maintain its historic buildings.
Sadly, the power to maintain was not exercised for many years in respect of the Guildhall; but that period of neglect has been righted by the current town council, and on completion of the refurbishment the Guildhall will be fit for purpose for many years. It has full disabled access, a new kitchen and a refurbished council chamber, meeting rooms, toilets and changing rooms. It is on time and within budget, and once again is a credit to the town, rather than an embarrassment. It will be marketed to ensure that it gets used as much as possible. I regret that Mr Reach does not want well-maintained gardens and parks, nor well-maintained public buildings, nor a functioning TIC. Pity, as a town that looks in good heart should be a good place to do business.
